"Crises are generally considered to be moments of executive authority – However, in the parliamentary system of government defined by German Basic Law, governance is not only a matter for the executive, but also for the legislative branch. The impacts of the pandemic also affected the German Bundestag, which had to provide an appropriate protection concept for its 709 members - a novelty in parliamentary practice. With fairly conventional means such as distance rules, pairing procedures and the use of videoconferencing, the Bundestag was able to maintain parliamentary operations and thus to ensure its functionality and ability to act even in exceptional times."
