Réformer la Chambre des communes ? Le point de vue du Speaker [Par Pascal Guillon]

The Speaker of the House of Commons John Bercow has delivered a speech on October 11 th during a conference entitled “ Opening up the Usual Channels: next steps for reform of the House of Commons ” in which he called for a new reform of the parliamentary procedure. The Speaker intends to entitle the Lower House to determine its own timetable – now settled by the Government – to restore the authority of the House of Commons “as a whole” in strengthening the prerogatives of Backbenchers and the opposition. This speech echoes the current French studies “For a new National Assembly” which have been presented in this blog along with others related contributions.
