Le régime américain à l’épreuve du shutdown [Par Claire Saunier et Mathilde Laporte]

The American government had to face two consecutive shutdowns since the beginning of the year. Those shutdowns shall be understood as the result of both the political context and institutional features. First of all, this paralysis has been the result of a political conflict between the different political parties on immigration issue. The opposition members within Senate used their right of obstruction (filibustering) to prevent the budget from being adopted. Besides this political context, it might be interesting to see what the shutdown tells us about the nature of the American regime. More precisely, the presidential regime does not seem to provide any effective institutional mechanisms when a conflict of this kind arises. As a consequence, it may lead to a potentially never-ending conflict between the two branches of government.
